suzuki DT v6 power trim question

since boat used regularly several years ago, PT on one engine (twin engine boat) seems to be laboring.

normal in the past and for the other engine there is a high pitched whine/motor sound, the laboring unit is something less than 1/2 speed for both tilt and trim.

i've replaced the relays, cleaned ALL the electrical connection with marginal improvement.

any help appreciated.
 
Added detail:

Starter motors on both engines are audibly identical, so there seems to be adequate volts/amps getting to the powerhead. Both engines spin about the same on the starter.
 
had all day to play with this problem last week.

turned out to be quite simple and my bad. The solution was two pronged. one, the large nut on the tilt tube was loosened a half turn and two, all contacts saturated with Deep Creap" then regreased.

Normal operation restored.
