2006 90 honda fill not take throttle

I have a 2006 90 honda carb. 4 stroke. Have put new carbs and gaskets on replaced ECM with used one, new spark plugs, new fuel filter, hooked up to vaccume mate set all 4 carb even, tryed to remove fly wheel to check key way and can not remove flywheel bolt. Motor will idle good but cuts out or down when you try to advance the throttle fast it spits and sputters and pops. Hooked timing light up to #1 plug wire reads top dead center at idle when advance throttle you can see #4 pop up sometimes, Also the spark is not steady on 1&2 and on #3&4 they are faster and more steady. Also have tryed swithcing coil pack has not made a differecne. We can not find any intake leaks. Basically agian the motor will not take the throttle when you try to get the boat on plane but if you push the choke in and out it will gradualyy get on plane and will run. but still misses and pops. Sorry for the bad spelling haha. Also is the fly wheel bolt is left hand thread. Thanks
 
The bolt is right hand thread. I have found that if you do not lock the flywheel...the flywheel is actually under the power head....it is very difficult to remove the crank pulley bolt. You have to remove the starter and use a special tool that fits into the teeth of the flywheel to hold everything tight.

The way you explain the spark is interesting...since 1 and 4 fire at the same time from the same coil and 2 and 3 fire at the same time..from the same coil. You do have the plug wires connected to the right spark plugs don't you?

It sounds like the only thing that you did not change is the pulsers.

Hopefully, you are using NGK DR7EA spark plugs. No substitutes...

You did not say that you checked compression or did a leak down test. If either is bad, it will not matter how good the spark or carbs are.
