Suzuki 250 stalling issue

When my boat sits on the lift, it starts with no problem but 100 yards it stalls. I pump the ball and it starts right up. Where do I start, it sounds like a fuel issue. I was at the beach yesterday for a couple hours I go to leave it starts right up 100 yards crusing 3500 rpm and it stalled. Thanks for the help.
 
I am not an expert but I read alot. It sounds like the fuel pump. Usually, if you pump the bulb and the outboard stays running then when you stop pumping the bulb it stalls, it's the fuel pump.
