1999 Yamaha F50AET- lower casing breather tube

Can anyone help? I have a breather tube running from the lower casing to the just below the engine cowl. Noticed that water is coming out when the revs are medium to high, nothing when idle. What does this breather do, and is it performing correctly? Never noticed before.
 
It is the waterpump indicator.-------Water should come out when motor is running.--------Time for waterpump service ( new impeller ) as you can not risk ruining your motor.
