2008 Yamaha 25hp electric start problem

2008 25 hp electric start = starter won't engage, battery good & connections - motor will start w/ pull rope. What electrical should I check?

1st. What voltage is the battery? 2nd. Measure the voltage on the engine battery terminals. Compare these. Next (3rd) measure the voltage while turning or pressing in the startbutton.
1st measurement need to be 12,6V or higher
2nd measurement need to be 12,6V or higher
3rd measurement need to be 9,5V or higher
