broke off stainless steel bolt

I want to drill a broken off stainless bolt . what the best drill bit to use , i tried a titanium bit that hardly scratched it .I sure you guys have the right answer, please let me know
 
Where is the bolt? You can start to drill a stainless bolt and end up going off the bolt and into the surrounding aluminium. On a head bolt this could be a catastrophe. My suggestion if it is in a delicate spot is to have a machinist either weld a rod to it and try to remove it or put it into a bridgeport to "drill" it out. You can turn a broken bolt into a nightmare if not careful. Really, the money spent will save you a lot of agro.
