BF40A Water Pump Seals Installation (Part #34)

I am replacing a BF40A impeller, gaskets, seals, etc. I'm not just taking the housing cover with the stainless steel cup off, I am removing the bottom half of the housing as well as the gasket between the water pump housing and the lower unit.

My question: There are two identical seals in the lower half of the impeller housing, part #34 on my parts diagram. This seals present lower unit oil from going into the impeller housing. I have new seals and a clean plastic lower impeller housing. The new rubber does not want to going into the dry, plastic housing. Do I place a small amount of grease to get these to slide into position? Would the grease cause them to spin inside the housing as opposed to the shaft spinning inside the seals?
