2008 8hp is revving high RPM while in gear, making a porpoising sound

All,

2008 8hp revs to a high rpm while cruising in forward gear and makes a porpoising sound. I back down to a lower RPM and the engine stops revving. It revs to a high rpm and but the boat actually starts slowing down. Is this an issue with the lower unit?

You may not be fully in gear, or more likely, you may have inadvertently hit something with the prop and now the rubber holding the prop to the inner hub has let go and will not transfer the torque from the shaft to the propeller.
