A few questions...
Have you done anything to it recently or had it in for service?
When this occurs, what are your warning lights doing?
Any audible alarm?
Also, I am assuming you are in gear and in the water. The engine will do exactly as you say it is, it you try to rev it too much in neutral. Just had a Suzuki that did this very thing a couple of weeks ago. Turned out the ECM thought that it was it neutral, although it was in gear and the neutral switch was working correctly. It ran good below 3000 rpm. Turned out to be a bad ECM.
In your case, it could be just a faulty neutral safety switch that is conducting all the time for one reason or another...but could be something else entirely.
Connecting it to an HDS or Dr. H at the Dealer would help narrow down the possibilities.
