Issue: Motor oil is pushing out of the intake soaking air filter with motor oil.
Also, motor oil dripping into bilge. Can a dirty crank case filter cause this problem?
Any information or suggestions would be greatly appreciated.

Look into re-routing the CCV fumes into a canister, there are several kits you can buy that do this, or you can make your own. It will make for a cleaner running engine, and you can periodically drain the canister and dispose of the oily discharge. Walker Airsep is expensive, but look it up it will give you idea on what to do
