My 8 hp kicker T8 yamaha tilts down fine but does not tilt up. I can tilt it up 1/2 inch at a time each time I press tilt up switch. Motor runs, oil level is ok, took it apart and changed all the seals and o-rings and still does the same thing for tilting up. Also, even oil level is fine, oil is aereated. 
Any ideas??? Got the service manual but does not cover how to diagnose the problem.
