1987 vintage 175 ETLH Hard to start

Just rebuilt my engine. The starter alone will not start the engine: cranks, but not fast enough for a start. I can start the engine with an "assist" from a 1/2" drill motor to the flywheel nut. After engine is warm, the starter alone will re-start the engine. But left off for an hour or so, and I have to get the drill motor out again. Batteries are good.

Do I need a new starter? What is normal amp draw for the starter?
 
Check all your electrical connections from the battery to the solenoid and from the solenoid to the starter. All meaning grounds too. Chances are your starter needs to be replaced. Especially if it is original. 25 years old.
