Mariner 5 HP O/B problems shifting & starting

Bought a used Mariner 5 HP outboard engine having issues.

This motor is problematic. Main issue is shifting. It will not shift properly and stays in gear.
It will start in gear and run off. troubles finding neutral and no reverse?

Any clues on where to start fix?

Can you see by the carb if the upper end of the shift rod is moving when you try to shift? You probably need to drop the bottom end off the leg to check the shift cam operation. Did you drain the L/U oil...any metal fragments on the drain screw? Post the year and serial number for reference.

Hey Guy,
Pulled off the lower unit. The gear oil was clear. The cam seemed OK.
Problem now is the lower will not go back in all the way...
Any clues on how to get it back in there successfully?

Going to need to clear the bench to pull the bottom end and check further...
 
Shift arm and water pipe has to be aligned...give it a shove the last 1/4 inch, start the nuts and turn them SLOWLY to pull it into place. NOTE: If the LU is not moving into place STOP turning the nuts and figure out why.

Going to remove the clamp and try it again. The clamp arm may be binding.
