injection pump AD31

i have twin ad31 s port side won t rev up rpms can get 2200 rpms on the water and sluggish in the yard on hose using more fuel than other mtr some black smoke i have eliminated all filters fuel supply turbos after cooler injecters i want to swap out injection pump about to order top dead center pin and what ever other tool i need ? question , if i do this and find the problem goes with pump i can send out for rebuild who sets the injection angle ? the shop or me upon installion
 
You set the angle using dial indicator screwed into the injection pump, and measure I think 170 degrees until drop pin locks into the flywheel. double check the exact degrees needed, not 100% sure its been a while. before I send pump out I would check compression on the motor, and also run motor from fuel canister directly to eliminate fuel/air issues from the boats tank
