Rub Rails?

I have a rub rail that is still holding good but it has taken a beating with the sun and water. Can you paint a rub rail and what would you use?
 
Is it white vinyl? What have you cleaned it with? I've used Wesley's bleach-white and CLR. Then used armor all. Krylon makes vinyl primer and paint. Another possibility might be raised white letter paint for tires.
