1994 350 alt eng water pump pulleys metal seems different then the 350 mercruser mercs seem too rust alot i end up taking the belts off and painting them each fall the marine power looks like it wont rust as quick?any body know? THANKS

Water must be present in order for these to rust up as per what you are describing.
Get rid of the water source, and I'll bet this won't be an issue.
