95 skeeter zx150 steering locked up

I have a 95 skeeter zx150 with a mariner magnum 150 EFI? Went to run it today and the steering is bound up. It is a mechanical/cable driven system (not hydraulic). Brought her home and disconnected the steering rod from the motor and i could move the motor with no binding so i know the problem isnt the motor. Now what? Do i have to replace the cable? Also, there are dual steering cables on this unit, is that normal? Any help resolving this issue would be greatly appreciated.

Ayuh,... Pull the cable outa the tilt tube, it's probably corroded inside...
