shifting problems

Recently bought a 1976 Reinell with an OMC outdrive and can't get the thing to shift. The control has a shift- elect which is push button electric shift. Can someone tell me what to look for first. Where do I start first and could you give me a brief description of how the shifting mechanism works. First outdrive ever.
 
Electromagnets / wrap springs do the shifting in the lower unit.-------------------Check to see if you have 12 volts on the green wire for forward and 12 volts on the blue for reverse.-----------Rarely fails electrically in both forward and reverse.-----Look for stripped splines on the shafts in the drive.

thanks so much for the info, greatly appreciated. The wires to the shifting mechanism wasn't even connected. So wiring diagram greatly appreciated.
