Evinrude 40hp pontoon motor will not start.

The motor turns over well. I had it started for a few seconds twice yesterday (which has always been the "norm" before it stays started; but after that it would not even start. I thought it was flooded. Tried again later several times. Then squeezed the bulb, which then I noticed and smelled gas leaking into the water below the motor. Took the motor cover off and again squeezed the bulb and gas is coming out the front of the motor (a white plastic part on the motor). I also changed the spark plugs, but no success.
I would like to be able to fix this myself; and not pay a "boatload" out to get it repaired professionally.

sounds like it could be a casting hole in carb bowl much like a freeze plug-if that's so replace it-if not post a better description & someone can probably answer your question
