Your engine serial number 00433123 looks to be a 1989, Model number 7040312PU MARINER SANSHIN NA 40 ELO, Also found in the link below.

It appears like your going to be looking for mercury part number 90-84520-2 for your service manual.

thanks, does it matter that the model number on the motor plate shows 40 ELO and not 40 EL like it shows on your reply?
The link above also shows the model that coordinates with the serila number to be 40C ELO. What does the C stand for?
thanks

No, it should not matter that the model number on the motor plate shows 40 ELO and not 40 EL like it shows in the link.

The Yamaha Mariners were all copies of earlier Yamaha models.

So the 40A, 40B, 40C etc refers to the model that Yamaha marketed.

You're ELO part will break downs as follows,

E - electric start
L - long shaft (20")
O - oil injected **

The main thing is your actual serial number "433123" stays within the serial number range of ( 6E9-431768 - 6E9-452215) in the chart to find your year.

Also since I was able to provide your engine model number for you on this particular engine, (7040312PU) Below is a link for you to compare your engine model number to year if you would like.
