johnson 1980 model ob slow speed problem

i have a 25hp tiller pin drive,80 year.runs good wot an d will idle in neutral till gas is gone,but when in gear say coasting to dock it will miss sputter and stall?carb was inspected and looks new inside very clean,what can it be?this has been issue since i started using 5 years ago its a spare so maybe couple hours a year always new gas.
 
try opening the low speed fuel mix adjustment.----------------On those the carburetor MUST NOT BE OPEN TOO SOON.-----------Check the roller on the cam, it must not start to open throttle before the scribe mark.
