2004 Suzuki DF 9.9 bogs ...

My kicker starts perfectly but only gets to about 1/2 revs before bogging and won't rev any higher. After a while it smells flooded and is difficult to start. Plugs are fine and gas supply is new. Could it be a plugged fuel filter? I've played with the high limit screw but it doesn't make any difference. Or ...? Thanks for any help or suggestions. Scotty Boy
 
Check to make sure you have spark on both plugs.----------------If fuel is left sitting in the carburetor of small 4 strokes then the small jets / passageways plug up.---------------Clean the carburetor by taking it apart !!!-----------Always run fuel out of carburetor at the end of boating if motor is going to sit for a week or more.----------No need to start adjusting anything on an outboard if it " does not run right "----------things just do not go out of adjustment.
