18 Runs fine but prop wont turn

Is the center spun out of your prop? The rubber is bonded inside of the hole, if it gets torn the shaft will spin in the prop. Maybe your shift shaft isn't lined up with the lower unit? This happens frequently when the impeller is replaced.
 
it was bought like that. it has a remote shifter. It is wierd because if you put it in neutral, you can spin the prop and it is quiet. If you spin it by hand in gear it makes a clicking noise like it is engaging. The foot and prop were pretty banged up so I don't think it was well taken care of, but was pretty much free. The engine starts and runs great though.
