Idling problems

I have a 2000 50hp 4 stroke Mercury : It idles good at 1200 RPM but as soon as I put the lever in neutral the RPM drops to about 800 and the motor sputters and vibrates till it dies off! How can I make it idle a little faster?
 
Definately "cooties" somewhere in the fuel system.

Old gas? clogged fuel filter? need an oil change? (might sound unlikely, but if it's low on oil or the oil is quite dirty it can effect how it runs)..
