1987 Yamaha 40 HP Idles Too High

My 1987 Yamaha 40 HP boat motor is idling too high. I have checked the linkage, the timing and the idle screw. Anyone have any other suggestions?
 
Have you found your problem? If not I just thought about something. There are 2 more screws that control the throttle flaps for the top and bottom carburetors. You can adjust these flaps to close all the way to see it goes down or not. If your can't get the idle to come down after that then you will have to read the manual on how to adjust the idle mixture screws for each carb. GL
