I need tuning instructions for dummies

1997 merc 40 4 cyl 2 stroke with a Brand new CSI stator

Starts and runs and I adjusted it per the manual for carbs and timing
BUT
It does not run smooth at low speed and at idle or anything below 2500 rpm, above 2500 it runs like a scalded ape, smooth and vibration free matter of fact the boat is 5 mph faster with the new stator

The carbs were just cleaned and had a kit installed and the gas is new and it has new plugs

I need simple to understand timing and carb adjustments, this thing is supposed to be real smooth at idle and at low speed because it is a 4 cylinder

Can I time it at idle? the book says do it with the motor off using the starter motor what should the timing be at idle?

Can I adjust the carb at a speed other then idle?
 
Bill, you shouldnt have to mess w the timing, unless of coarse you already did. :D The carbs are supposed to be adjusted at full throttle, in gear, which of coarse is rediculously easy, right? So if you dont have a test tank you can tie up to a dock, or, just play with the screws, 1/4 turn here, 1/4 turn there, if it stall, back it off a hair.
