1977 Searay OMC Electric shift reverse problem

Hi, its been a year and I finally got my sterndrive fixed. It wouldn't go in forward/reverse. I bought a rebuilt upper/lower unit. Originally I thought it was an electrical problem but it turned out the shaft was stripped. Anyway I put it in the water and now it wont go in reverse! I checked the voltage and its getting power, and I even ran a new wire to try to bypass it running through the engine. It goes forward just fine, but why won't the reverse engage? Any ideas, that don't involve a lower unit magnet problem?

no, unless the harness is bad (open)

instead of powering it, turn all power off, disconnect the reverse wire, and check resistance of the reverse magnet circuit in the drive. Should be 4-8 ohms or so. Careful not to touch the probes with your fingers as you measure. and use a good ground near the drive for the black probe.
 
What weight of oil are you using?It takes about a 70 weight.(90's too thick)
Make sure the shifters connections are making contact.J
 
Don't think it is an oil problem. I was told to use a special oil do to the electric shift and I used the recommended stuff. All hoses are relatively new and have been replaced.
