40hp 4cyl 2stroke will not run

hello we have a 1995 40hp will not idle below 3000rpm with out pumping the primer bulb.
rebuilt fuel pump new fuel line, in-line filter and spin-on filter.
 
Operating the manual fuel pump ( AKA primer bulb )------------indicates that the motor fuel pump is not working.--------------Perhaps there is a crankcase pressure problem , or revisit fuel pump repairs.
 
It can also be dirty carbs. Pumping the bulb tends to overpower the needle and seat, creating enough flooding to keep her running.

I just rebuilt my 40 hp fuel pump. The fuel just dribbled out of the hose from the pump to the carbs and after the rebuild it squirts out with each pulse.
I had recently installed a 3 dollar auto type inline fuel filter in my hose from the tank to the motor and I removed it. I was told the auto type require a lot of suction to get the fuel thru and outboard pumps do not have that much suction
