94 200 saltwaterseries problem

I have a 1994 200 on a Welcraft v20. My problem is this, motor will start and idle, but when I try to get the boat on plane, it will almost get on plane then the motor will start cutting back and shut off. Checked for fuel leaks, replaced bulb, replaced water seperater. Any ideas what I can do to fix this?
 
I dont think its the pumps, I took the 2 10mm bolts out and pumped the bulb and no fuel shot out the back. If I pump up my bulb until it gets tight and hold pressure on it, it slowly leaks down.
 
Beginning to sound like a high speed charge coil in your stator. A fuel issue might be overcome by pumping the primer. A charge coil would usually be very consistent about when it breaks down. Are the carbs clean?
