9.9 1986 mercury no water

i have had a marine outboard mechanic to replace water pump impeller in 9.9 1986 mercury outboard. Now water still does not come out pee hole .Water was coming out of the lower unit area . I took it back and he said that a rubber gromet was cracked and not sealing off. he said he replaced it . Now at home again it still will not shoot water thru pee hole .I am scared to let run more that 2 minutes ... Could this guy be screwing me... when i picked up the 2ND time around he assured me that water was shooting thru pee hole...
 
Remove hose at the engine block and check it for blockage / weeds / debris.-------------Is the motor actually getting hot if you run it??---Sprinkle some water on it and it if starts to sizzle / boil off it is too hot.----Testing on a hose / boat / or barrel???
 
Did you try and remove the brass plug up near the spark plugs to see if you have water flow? Did you try and stick an 18 gauge insulated wire up in the pee hole to check for a blockage?
