Have your mechanic check the "governor gap". It is the gap between the low speed spring cap and the high speed spring plunger. Having the gap too tight will often cause the rpm to rise on it's own without moving the speed control lever when the engine is up off of idle.
If your guy doesn't understand these terms, find another mechanic. Don't let him work on your Detroit.

Not to be rude, but what does "all set" mean? Did you find the problem and repair it or does the problem persist but the adjustments we recommended all check out to be "all set"?
