Bayliner 5.0 OMC Won't Go Into Gear

I have a 1985 Bayliner Ciera Sunbridge 2150 with a 5.0 OMC. I got the boat knowing it wouldn't go into gear, so I don't know any of the history as to how the problem manifested. Basically, the shift cable moves, and the engine revs; the the prop does not move. I don't know if this is a shift-cable issue or a lower unit issue.
 
Shift cables all appear to be hooked up as far as I can see. I haven't taken anything apart yet to look any further though. I don't have any manuals. Have just started looking around on the internet for one.
