Yamaha 60 four stroke water pump problem

When starting the engine there is no, or very little water from telltale hole. After running through the hose connection, the flow improves, but still is strong then weak, any ideas? Had the impeller replaced last year.
 
try blowing air threw the system im in an area with lots of sand that has happend to me. are you talking about a jet impeller or the water pump?
