Wet spark plug

I have a 1997 25 hp yamaha 2stroke and had a blown head gasket about a year ago but changed it and everything seemed to be ok. However recently it has started stalling out a little bit, so i pulled the plug and noticed th bottom one had some water in it. i checked the compression and it seemed ok. Any ideas what could have happened?
 
Is it wet with water or fuel? If fuel check your fuel pump. If water maybe you didn't assure that the head was perfectly flat, clean, or the deck flat, clean and undamaged. The exhaust water jacket gasket could be leaking also.
