09 Yamaha 25 HP 2 stroke won't accelerate

I just bought a used boat with an 09 Yamaha 25 electric start 2 stroke. It starts right up and idles fine but when you open the throttle the boat will start to go up on plane but then the motor bogs down and won't accelerate if you don't back off the trottle the engine will eventually die out and be hard to start, if you return to idle it will idle fine. I put new plugs in and fresh gas/oil mix (100/1) yamalube and still the same problem. Running in the driveway at home hooked up to flush muffs it will accellerate ( as high as is safe with no load on the engine) but in the water won't accelerate, if I play with the choke it will accelerate a little but then bogs down. Idle is fine I was out for two days trolling for Walleyes and the motor worked fine just won't accelerate. Tank is vented bulb is hard, fresh gas new plugs what should I try next.

Clean the carb.you have a blocked jet.
