1995 yamaha 225 hp RPM fluctuations

Starts fine and runs great for about 5-10 minutes, then at high RPM, power starts to go up and down w/o changing throttle and will not achieve 5000 RPM. Have put a "dry gas" additive in, changed the fuel/water separator filter, new plugs none of which fixed issue. Is it a carb issue or when the engine gets warmed up there is something electrical going on, but don't know where to start there, any ideas?
 
Sounds like fuel delivery. Fuel pumps? Knock sensor may be doing it's job also. When you are idling do you see a fuel sheen behind the boat? How old are the resistor caps on the spark plugs?
