Tight steering on a tiller

I have a 97 yamaha 30 hp tiller outboard and have noticed turning is getting more difficult. Any of you have any suggestions? I have backed out the tension bolt and tried lubing everywhere (top of steering column, bottom and in the tension bolt area.) Any help will be greatly appreciated. Thanks in advance to those of you who can provide valuable insight.
 
One or both of the bushings at both ends of the steering tube have corrosion behind them. The easy button is heat the tube while you force grease into it with hopes that the plastic bushings will relax a little. The alternative is you guessed it, and don't put the torch away.
 
Thanks guys. I forced some grease and it seems to have helped it some. I guess if I get desperate enough, I will go buy a butane torch and start heating. Thanks for the insight.
