9.8 running problem

i have a 9.8 merc and when i put the motor in a 55 gal. drum it runs great but when i dock the boat and get the weight of the boat in front of the motor is just spits and sputters what should i look at for the running problem
 
Is the 9.8 a 62 model or a 1985 model.-----------------Is it running on both cylinders ??-----------Quite common for them to run on just 1 ----so check it out.
