1994 yamaha 150 temperature issue

I have a 1994 Yamaha 150 on a 22 foot Kayot deck boat that has been neglected. I replaced the fuel tank, line, and filter, cleaned the fuel pumps, cleaned and rebuilt the carburetors. I checked the thermostats and found the port side one missing and the cover bolts snapped off. I replaced the heads and thermostats. I removed the lower unit to replace the water pump. In the mean time I attached a garden hose to the water intake tube and started the engine. It runs fine at idle with plenty of water coming out the exhaust and the indicator tube. The port head gets to hot to hold onto and the starboard head stays cool. I aimed a laser thermometer at each head. Port 130 degrees; Starboard 101 degrees. The analog gauge on the console reads about 140 degrees.

Is this normal or is it a problem? If it is a problem, what is the solution?
