Tiller handle/throttle issues

I have a 1990 YAM 40/30hp jet tiller outboard. While the engine was idling in neutral my cousin "forced" the throttle handle wide open and broke something in the throttle/handle assembly. I can't get the the engine to full RPM — however, I can get the handle/throttle to turn enough to to get the boat on a plane. If I take off the cowling and operate the throttle manually at the engine it will go to full RPMs and works just fine. Is there an inexpensive fix, if so what parts and level of expertise will be needed? Frankly, driving around without a cowling on is a little bit unacceptable.
