engine overheating

we have twin inboard diesel ford engines and one is overheating. Both header tanks were ok and both were pumping out plenty of water the water filter is fine (one filter serves both engines anyway) what would be the next obvious thing to check? The oil level in both engines are fine.
 
What rpm are you running at when it overheats ? What temp is it ? Have you bled the air out of the bleed screw on the front top of the exhaust manifold ? Check sea water pump for weak impeller,cracked blades. Remove hose from sea water pump to oil cooler and check inside cooler for blockage.
