44' Ocean Yacht 6-71 RPM Cable

I have a 44' Ocean with 6-71 Detroit's on the back of the engine upper right hand corner there is a black cable that I
believe is for the RPM's I was recently working the salon with the floor boards up and accidentally stepped into the
top of the engine I am not certain if I stepped on this cable or not however it does not seem to be tight like the other engine is this a concern if so what do I need to do to correct it?
 
Do you have digital tachs or analog?

Usually this tach cable is attached to an engine synchronizer. As long as the synchronizer is working you do not need to replace the cable unless it is broken out of the attaching nut..
 
I am pretty certain this is attached to the Glennding unit as you mention, would this prevent the engine from starting
if it were not connected or broken ? The engine will not crank over and it sounds like either a starter or a solinoid
and was not sure if that would play a role in this? Thanks
