No spark on 2 coils 1975 135 hp

I have a 1975 Johnson 135 horse V4. Spark on coils 1 and 3 but no spark on 2 and 4. I have changed the power pack and no help. I have also changed the coils around to eliminate bad coils. Does anyone have any suggestions?

Look up under the flywheel and see if the magnets are loose or touching each other. If they are loose leave them where they are and remove the fly wheel. Reason for leaving them where they are is they have polarity and must be glued back the way they came out..

I removed the flywheel and the magnets are all good. Can the timer base and/or stator be tested for proper operation?
 
stator is what supplies the power to the packs. locate the stator wires to the pack,remove from pack, using a voltmeter on AC, crank the motor and record reading. do the same for the other pack. voltage on 1 set indicates a bad stator winding. stator coils have 2 sections. 1 to power the ing. system, 1 to charge batteries.
