Just bought 16' boat with this motor.
New battery, key on No power to Tilt or Starter
power is hot to motor block but goes no place from there, not even to the key switch????????
 
Sounds like you blew and engine fuse. Get a manual for reference and replace the fuse. For a check of this, simply jump the starter solenoid. If it turns over doing this, it is definatlely a fuse issue.
