1997 yamaha 4 stroke 9.9 starting problem

the carburator on this motor keeps getting gunked up. i take it off and clean it, put fresh high octane gas (with sea foam and stay-bil in it). it runs for a few minutes then the carburator gunks up again. what could be the problem? your help is much appreciated.
 
These carburetors are notorious for getting plugged.----------You must take it apart for a good cleaning.-------------Always run the carburetor dry when done boating ( if motor is going to sit for a week or more )-------------------Are you using a known good / clean tank.
