Mid 80's 40hsp Alarm issue.

New here so bear with me, An alarm sounds on my 1980's two stroke 40hsp outboard engine when I’m idling or barely moving. It’s a buzzing noise and it limits the power available so that when I try and accelerate the motor chugs. After 30-45 seconds of this jerking/stuttering/alarm if I keep it in the full throttle position it will stop and everything runs fine. The motor runs perfectly until I go back to idling for a few minutes then the process starts over again. Any help you could offer would be great.

hi, it seems like lack of start up ignition. check the timing of ignition of spark plugs or open the plugs and check the condition of the plugs. check the fuel
line as well.
