2005 Mercury 115 4 stroke no spark

Hey guys. I bought a 2005 mercury 115 4 stroke outboard off of an insurance company. The motor had been on a wrecked boat and temporarily been under water. The insurance company cut all the wires and cables (harness, fuel, steering cables ect.) and simply pulled the motor off the boat. They took it to an auto mechanic they knew, who drained and fogged the motor. He said compression was good and all appears well, but he couldn't get any spark. My question is simply, where should I start to try to get spark? Will the motor even spark without the wire harness attatched to it? A buddy of mine said the motor should spark if you get power to the yellow and black wires in the harness? However he is used to working on early 90's two stroke outboards so he isn't sure if the newer 4 strokes have safety features that don't allow the motor so spark unless its hooked up to everything for readings from the guages ect. Need some insight from someone who has experience with these motors. Thanks
