heater plugs staying on to long volvo tamd 40 year 1982 ish

hi i have tamd 40 volvo engine when i go to start it the heater plugs stay on for half hour after it starts . the heater plugs will only engage when the starter is engaged?
 
Glow plugs should be 'ON' about 30 sec before starter is activated.
Someone must have made a different wiring.
Rewire, either by a separate push-button or activated by the original function in the key-switch.
