merc 1996 15 hp no water from pump

I have a 1996 mer 15 hp that I cannot get water from my tail
I have put on new impeller and still no water
I have removed thermostat and still no water to stat
put water up tube with foot off and water flows good with hose pipe
I have noticed there is no key assembly washers but I do have the key on
there is no seal between cover and guide plate
I read on this post of cover seal and mercury said the only seal on cover is the tube seal
any help would be great

Some top covers don't use a seal (and don't need them). Suggest you test the LU alone in a bucket of water, using a 3/8 drill to turn the driveshaft.

PS: FInd a socket the dia of the driveshaft, then clamp a rubber tube to it and the driveshaft. Use a socket adapter between it and the drill. Harbor Freight and others sell them.

I am just not following you on the rubber tube and the drill socket

But I will try to rig up something and try that
I did take it off today and run water down the tube in the top of cover housing and water ran out between seal and cover so I have ordered a new one to change it out
