1992 2003T Revs Out of Control

We have a 1992 2003T which has just completed a full rebuild. We have just bench tested and after only a couple of spins it started and ran great. The problem is, whenever we touch the throttle it revs out of control and will not respond to throttle control at all, it must be shut down via the stop control. If we touch nothing it will idle for 30 seconds or so and then rev out of control. I thought I may have assembled the throttle control incorrectly; however I have checked and rechecked but the VP manual gives me very little info. Any help or advice you could give would be very much appreciated as I am now completely stuck…..

diesel engines can go in to 'runaway' if the oil is significantly overfilled. Otherwise possibly an issue with the governor not doing it's job, or jammed somehow?
